About the Social Insurance Fund
The Challenge
The Social Security Fund of Ukraine (SSFU) used distributed automated workstations developed in the 1990s, which only partially automated the Fund’s activities. Each management level (central, regional, district) in the 400 branches of the Fund operated its own set of workstations with local databases. Consequently, the data were outdated and contradictory, the technology was outdated, and it was problematic to obtain consolidated reports for the Fund as a whole.
Also, there was no single registry of Insuring Enterprises and no personalized accounting for insured individuals (workers of these enterprises), which led to issues with processing compensations for sick leave costs and difficulties in conducting tenders for the procurement of sanatorium-resort vouchers and effectively distributing them among insured individuals. There were also challenges in conducting audit checks on Insuring Enterprises.
Separately, the processes of budgeting for the Fund (both revenue and expenditure), procurement, and contract fulfillment were not automated.

STEP 01 Development of Unified System
An information-analytical system was developed for the SSFU with unified cross-cutting processes and a single database.
STEP 02 Establishment of Unified Registry
A unified registry of Insuring Enterprises and personalized accounting of all insured individuals were established, ensuring the rapid and error-free calculation of compensations for sick leave costs, conducting tenders for sanatorium-resort treatment, and effective distribution of vouchers among insured individuals.
