About the State Employment Service of Ukraine
The Challenge
Until 2002, the SESU had been using distributed automated workstations developed in the 1990s. These workstations partially automated the provision of services to employers, job seekers, and the unemployed. Each management level (central, regional, district) across 650 employment centers operated its own set of workstations with local databases. Consequently, the data were outdated and conflicting, and the technology was obsolete. Accurately and efficiently calculating unemployment benefits was challenging and often required manual oversight.
Monitoring whether an individual was receiving unemployment benefits from more than one employment center was impossible. In addition, job vacancies offered to job seekers and the unemployed were outdated and limited by geography, and there was no effective mechanism for acquiring new, relevant job vacancies.
Due to the lack of a unified database of training options, offering insured individuals the best possible professional training was incredibly difficult. Overall, modernization was extremely necessary.
Nectain’s Task
Creation of a Unified Centralized Database
Nectain’s role was to create a unified centralized database of employers, job vacancies, possible community works, educational institutions, insured individuals, job seekers, and the unemployed across Ukraine.
Enhancement of Benefit Disbursement and Reduction of Queues
The intervention would also help SESU conduct accurate and fraud-proof disbursement of unemployment benefits and eliminate long queues at employment centers. To achieve this, Nectain was to develop a new system using the Nectainium platform.
Solution Details
STEP 01 Creation of a Unified Database
Nectain created a unified database of employers and job seekers as well as a repository for public works and temporary employment of job seekers. Our team also developed efficient mechanisms for submitting vacancies and employment. A software for job search on self-service kiosks at employment centers was also developed.
STEP 02 Development of Training Mechanisms
We developed effective training mechanisms for job seekers whose skills are not currently in demand in the labor market.
STEP 03 Automation of Reception Processes
Nectain automated reception processes at employment centers. We developed an effective model and business processes for decision-making for job seekers and the unemployed, based on their history of interactions with the employment service.

STEP 04 Generation of Diverse Reports
We facilitated the prompt generation of diverse reports across the SESU with the ability to monitor calculated indicators down to job seekers’ personal cards. And we created flexible mechanisms for analyzing data on job seekers, employers, vacancies, and educational institutions.
STEP 05 Key Subsystems
Some of the key subsystems were: organization of citizen reception, registration and service provision to citizens, interaction with employers, organization of community and other temporary works, job placement organization, and electronic document management among several others.

Results
Better data organization
Nectain successfully developed and implemented an unified information-analytical system of the State Employment Service of Ukraine across all management levels, covering 650 branches. Nowadays, the system is supporting employers and job-seekers in the country, having 20,000 active users.
Enhanced speed and accuracy of information
The system has vastly improved the speed and accuracy of information related to job seekers, employers, vacancies, and educational institutions, facilitating analysis and decision-making. As a result, SESU’s service quality has majorly increased.
Increased number of vacancies
Thanks to the introduction of a comprehensive, unified social employment environment, the number of job vacancies on SESU’s portal has increased threefold. Remarkably, the time that employers spend filling available vacancies has also been positively impacted, being reduced by half.
More efficient operations
Unemployment benefit costs were reduced by 25% due to the implementation of effective personal decision-making mechanisms for faster hiring. The introduction of effective centralized control mechanisms also eliminated the Cases of individuals receiving unemployment benefits from multiple centers. Finally, queues at employment centers disappeared due to the introduction of reception dispatch processes for different types of visitors and the ability to book appointments online.
