About Regional Electrical Networks

State Enterprise Regional Electrical Networks ensures the uninterrupted distribution of electricity across Ukraine’s Luhansk, Donetsk, and Volyn regions. The company serves coal mines and over 7,000 residential customers. Its mission is to deliver stable power while modernizing internal operations for greater efficiency and resilience.

The Challenge

At the onset of the full-scale war, the company faced unprecedented logistical challenges. Many employees were forced to work remotely, either from abroad, from active conflict zones, or from areas under temporary occupation.

Document approval processes, already time-consuming before the war, became nearly impossible.

“Even before the war, getting a document signed could take several days. During the war, the process stretched into weeks—we simply couldn’t move paperwork from office to office.”

The organization urgently needed a way to:

  • Eliminate paper-based workflows and enable full remote collaboration
  • Improve document tracking, approval speed, and overall transparency
  • Ensure secure communication with government agencies

Nectain’s Task

Nectain’s objective was to support Regional Electrical Networks in implementing a modern electronic document management system that would:

Replace all internal paper-based workflows

Enable secure digital signing via qualified and universal electronic signatures (QES/UEP)

Integrate with the Ukrainian government’s electronic interaction system (SEV OVB)

Improve document traceability and control across regional offices

Solution Details

STEP 01 Full digital transition

Full digital transition completed in just a few months, with most document types moved to electronic format.

STEP 02 System-wide digital storage

System-wide digital storage of all internal documents, including orders, directives, legal documents, memos, and trip authorizations (except those legally required on paper).

STEP 03 Government integration via SEV OVB

Government integration via SEV OVB, allowing direct document exchange with the Ministry of Energy, Ministry of Ecology, Tax Authority, and others.

STEP 04 Smart routing and registration

Smart routing and registration, where incoming correspondence is logged and distributed by the director to responsible staff.

STEP 05 Real-time editing

Real-time editing of documents before signature, eliminating the need to print multiple versions.

STEP 06 Pre-built templates

Pre-built templates that enforce data integrity by preventing incomplete submissions.

STEP 07 Flexible digital signing

Directors use secure QES tokens, while staff sign using UEPs via PrivatBank.
