About the Client
The Challenge
The penitentiary system was heavily reliant on paper documents across its regional offices and facilities. This created significant bottlenecks:
- Citizen petitions (including those from inmates, relatives, or legal representatives) were difficult to submit and slow to process
- Internal documents such as organizational orders, schedules, and correspondence required urgent automation
- Integration with other state authorities was time-consuming and non-transparent
To modernize operations and improve service transparency, the organization needed a unified system for electronic document flow and government-grade interoperability.
Nectain’s Task
Nectain was selected to replace paper-based workflows with an automated, secure, and compliant electronic document management system (EDMS) across both the central service and Kharkiv Correctional Facility. The objectives included:
Full digitization of all internal and external documentation
Simplification and automation of citizen appeal handling
Integration with the SEV OVV platform (System of Electronic Interaction of Executive Authorities)
Enabling advanced reporting and custom document templates specific to the penitentiary use case

STEP 01 Process Mapping & Workflow Design
Nectain’s team worked closely with penitentiary staff to analyze existing document flows and organizational nuances. This included complex citizen appeal forms, often submitted by legal representatives or family members on behalf of inmates.
STEP 02 Custom Forms for Appeals
Nectain redesigned the citizen request form to capture necessary legal and contextual details, enabling more accurate processing and reporting.
STEP 03 Advanced Reporting Framework
Using the enriched data structure from custom forms, Nectain enabled tailored reporting on appeal categories, processing times, and responsible units.
STEP 04 Automation of Internal Documents
The system automated the full lifecycle of organizational documents: incoming/outgoing correspondence, orders, schedules, and communication logs.

STEP 05 Deployment at Facility Level
At Kharkiv Correctional Colony, Nectain digitized all operational records, including staffing schedules, internal journals, and interdepartmental letters.
STEP 06 Integration with SEV OVV
Seamless integration with the national SEV OVV system ensured smooth digital communication between penitentiary institutions and other state bodies.
