About the Client

The State Penitentiary Service of Ukraine was the central executive authority overseeing the nation’s penal system. Since 2017, its responsibilities have been transferred to the Ministry of Justice of Ukraine. As a complex organization with numerous branches and facilities—including the Kharkiv Correctional Colony—the service manages extensive documentation tied to civil rights, case reviews, and operational compliance.

The Challenge

The penitentiary system was heavily reliant on paper documents across its regional offices and facilities. This created significant bottlenecks:

  • Citizen petitions (including those from inmates, relatives, or legal representatives) were difficult to submit and slow to process
  • Internal documents such as organizational orders, schedules, and correspondence required urgent automation
  • Integration with other state authorities was time-consuming and non-transparent

To modernize operations and improve service transparency, the organization needed a unified system for electronic document flow and government-grade interoperability.

Nectain’s Task

Nectain was selected to replace paper-based workflows with an automated, secure, and compliant electronic document management system (EDMS) across both the central service and Kharkiv Correctional Facility. The objectives included:
