About MTIBU
The Challenge
Following the introduction of electronic insurance policies and the electronic Europrotocol in the auto insurance market, MTIBU decided to digitize and automate its internal processes. The organization received a large volume of correspondence from victims, lawyers, and government bodies. Some of this came in paper form through the citizen reception office, while others were sent by couriers or mail and handled by the office. This resulted in confusion as different departments processed them, leading to lost or duplicated letters because victims often sent documents by both email and regular mail, causing duplication of responses and correspondence handling processes.
It was challenging to organize control over paper documents as they sometimes “stalled” at certain stages for weeks, and the management had no visibility on their whereabouts. Some documents got lost, deadlines for processing documents were not always met, and the control department had to manually track these by calling employees to check if they had responded to letter №XXX, and filling out Excel spreadsheets. This was inconvenient and time-consuming, and MTIBU aimed to accelerate and automate these processes.

Solution Details
STEP 01 Immediate Transition to Electronic Format
The organization decided to immediately transition everything to an electronic format, avoiding any "hybrid" period. All letters and other documents arriving at MTIBU in paper form are immediately scanned and entered into the Megapolis.DocNet system. Initially, the office department started working in the system by converting resolutions, incoming, and outgoing correspondence to electronic format. Gradually, all departments, including the claims adjustment department, payments department, legal department, and finance department, were connected to the solution.
STEP 02 Comprehensive Document Management
The system manages incoming and outgoing correspondence, orders for regulated payouts, contracts with counterparties, personnel documents (orders related to personnel, business trips, vacations), service memos, internal administrative orders, and document exchanges with courts and lawyers regarding insurance cases.
STEP 03 Integration with Internal Systems
Megapolis.DocNet was integrated with MTIBU's internal system for regulated payouts and automated key processes, such as the formation and approval of orders for payouts to victims, registration, and approval of contracts with counterparties.

STEP 04 Mobile Accessibility and Approval
An important feature for MTIBU was the availability of a mobile app in the Megapolis.DocNet solution. Since the management often travels, the organization wanted to provide employees with the ability to work with documents and approve them on smartphones and tablets.
STEP 05 Integration with External Document Systems
The system was integrated with the Central Executive Body's electronic document management system (CEB EDMS) to handle electronic document exchange with executive authorities. Megapolis.DocNet also helps the company quickly exchange documents with the police and judicial authorities.
STEP 06 Implementation of Electronic Archive
MTIBU is also considering the implementation of the electronic archive Megapolis.Repository to store all regulatory documentation in it.

Implementation Timeline and Training
Taking into consideration the magnitude of the task, the development and implementation of the system was carried out in a short period of time: only 6 months. What’s more, employees were thoroughly trained in the new system, ensuring they were comfortable using it. This took between 2 and 3 months.
User Base and System Utilization
With the new system in place, it was crucial for MTIBU’s employees to start using and benefiting from it as soon as possible. Nowadays, Nectain is proud to announce that there are 95 active users in the system.
Impact on Operational Continuity
Nectain’s system helped MTIBU ensure continuous operations during critical times, in which paper-based services would be otherwise unavailable or inconsistent. As a result, during the pandemic and martial law in Ukraine, employees could continue working remotely and approving documents from any location with internet access.

MTIBU’s key document-centered processes are much faster now. In fact, the time spent in document searching and execution control has been reduced by an impressive 50%. The solution has also increased document registration by 30%. Lastly, there’s no file duplication and time spent on logistics between departments was reduced to zero.
